Preparing for a Cyber Attack

Cyber attacks and preparing to fight a cyber attack will be key topics for discussion at "The Third International Forum on E-Learning for Defence and Security" at Online Educa in Berlin on November 28.

General Johannes Kert, Military Representative of the Estonian Delegation to NATO and former Commander of the Estonian Armed Forces, will brief delegates on Estonia’s response to cyber attacks earlier this year.

General Kert will suggest new ways for governments, organisations and companies to prepare to meet the threat of a cyber attack, based on Estonia’s experience.

Dr Harold Elletson, Chairman of the New Security Foundation, who will chair the forum, said "I am delighted that General Kert will join us in Berlin and suggest lessons that other countries can learn from Estonia’s recent experience of cyber attack. Following the discovery of concerted attacks on US, UK and German government targets, this is clearly a problem that is not just confined to Estonia but needs to be properly understood by both governments and the private sector. We are only beginning to come to terms with the implications and possible consequences of state–sponsored cyber attacks."

Other topics for discussion at the forum will include terrorist use of the web for training, online training for emergency preparedness and the role of e-learning in improving security awareness.

About General Johannes Kert
Johannes Kert (1959) was called to service in the Soviet Army from 1983 to 1985. In 1990, he sensed possible Estonian independence and began actively working to re-establish the Defense League (Kaitseliit). The Estonian Defense League was officially activated in 1990. In 1991 he served as the Chief of Staff of Defense League Tartu Regional Unit (Malev). Later that year he was promoted to the Commander of Defense League Tartu Regional Unit. In November he was appointed as the Defense League’s Operational Commander. In 1992 Johannes Kert activated and commanded the Kuperjanov Single Infantry Battalion. With the Kuperjanov Battalion now operational, he was assigned to continue structuring the Defense League and promoted to the Commander of the Defense League in 1992. In 1996, he was appointed to Commander of the Estonian Defense Forces, where he served till June 2000. He has completed several supplementary military training courses abroad. The most recent being the Defense Planning Course at the George C. Marshall Center, Garmish, Germany and War College in Pennsylvania, USA. He was appointed as the Commander of Land Forces in 2001. 2002 he was appointed as the Military Representative of the Estonian Delegation to NATO.
