CYBER ATTACKS - IMPORTANT QUESTIONS FOR THE WORLD
The recent spate of cyber attacks on the Republic of Estonia, one of the European Union’s new member states, has raised important questions for the international community.
General Johannes Kert, military representative of the Republic of Estonia to NATO and a keynote speaker at the New Security Foundation’s Berlin conference on security training, told delegates that the status in international law of state sponsored cyber attacks needed to be addressed by politicians and lawyers as a matter of urgency.
General Kert, who was speaking in a session on‚ Terror and the Web’ told the conference that the attacks had been coordinated by state organisations and succeeded in damaging both public and private sector facilities. They had, however, provided an opportunity to test resilience procedures and improve training.

Technology making "a huge difference" to Security Training
Technology assisted learning is making "a huge difference" to preparedness for modern emergencies and security planning, according to security think-tank the New Security Foundation, which held its annual conference on 'e-learning for defence and security' in Berlin recently.

New Initiative on Cultural Minorities
The New Security Foundation will host a joint roundtable with the UK Defence Academy on the subject of cultural autonomy on February 28th and 29th.
The event, which will take place at the Defence Academy’s headquarters in Shrivenham, will be "a serious attempt to assess the nature of the relationship between a state and its cultural minorities," according to New Security Foundation Chairman Dr Harold Elletson.

Preparing for a Cyber Attack
State sponsored cyber attacks and preparing to fight a cyber attack will be key topics for discussion at “The Third International Forum on E-Learning for Defence and Security” on November 28th at Online Educa Berlin. General Johannes Kert, Military Representative of the Estonian Delegation to NATO and former Commander of the Estonian Armed Forces, will speak at the Forum about lessons learned from the cyber attacks that Estonia faced earlier this year.

New Virtual Academy will improve European Civil Protection
The European Commission is to use innovative new communication and training methods to improve civil protection. Virtual class rooms, blended learning, e-learning, online forums and chat rooms will be part of the new European Virtual Academy for Civil Protection, which is being developed by the European Commission and a core group of experts from several European countries.
